Only a 3 because the equipment is old but maintained. The City Police sit there and use it as a radar trap site since the speed limit is posted at 35 mph and the locals use it as a short cut to Gainsborough to get to St. James Blvd. Kinda off the grid and never packed. There is a bike trail on the opposite side of the park.
